If you are interested in offering training under WIOA funding, you can learn more on the Employment Development Department's Eligible Training Provider List webpage at CalJOBS Eligible Training Provider List (ETPL).
Interested training providers are requested to:
- Review the State of California WIOA Eligible Training Provider List Directive, including all attachments.
- After confirming your provider eligibility, email the Riverside County ETPL Coordinator before completing your CalJOBS provider application. Include your BPPE or other accreditation and website address. The Coordinator will contact you to assist with determining the required eligibility documents, as well as verifying program eligibility.

Individual eligibility for enrollment and services is based on Workforce Innovation and Opportunity Act (WIOA) guidance, State of California directives and Riverside County Workforce Development Division policies. WIOA funding for training is not guaranteed. Approval for training depends on several factors, including available funds and individual eligibility. Career Coaches are responsible for determining WIOA eligibility for all applicants. Riverside County, like all Local Workforce Development Areas, follows a Priority of Service structure, which means Veterans and individuals with the greatest barriers to employment are served first. Participants referred to WIOA are encouraged to explore all available training options and will receive guidance to help make an informed choice that aligns with their career goals. (PDF)
